The Nicole Foundation in partnership with UIA and Vivo Energy after a study carried out by ICS and ITSL participated in the identification of the Black spots in Bulyatete along the Lugazi-Jinja highway as among the worst and planned to address them. Major blackspots considered included Lugazi Municipal area, Kiteega, near Bulyatete, Kayanja, Namataba, Namawojjolo, Mbalala, and Antoni Place. NF/UIA selected the area near Bulyatete for the billboard signage.
